Limited Liability Company “Center of Economic and Legal Enterprise Security” (CES) established in 2005 provides consulting and representative services for large and medium size businesses of the North-Western Region of Russia. The major company activity is integrated economic and legal enterprise security provision, in particular, for the following areas: industries, construction, power engineering, transport, IT, and consulting. In its operations, the company establishes the relations of trust and confidence, which ensure confidentiality and are based on partnership and renunciation of the common ‘client-contractor’ principle, thus enabling CES to successfully solve various complexity issues of economic and legal enterprise security, including:

• Retaining control over the legal entity (shark repellent, arrangement of corporate conflicts, etc.);


• Dealing with bad faith contractors (debt recovery, reduction of accounts payable, etc.);


• Rights protection in case of their violation by representatives of the governmental authorities, including law-enforcement and regulatory authorities.

By integrating the long-term experience of successful CES’s participation in management and control of the companies holding leading positions in the markets of the North-West of Russia, CES proposes a concept of arranging the economic and legal enterprise security as a unified system of interrelated actions and events, which are not isolated from each other and are constituents of the integrated enterprise security process.

The suggested approach assumes that the business security provides for actions to ensure economic security which is considered to be continuous efficient resistance to negative factors, which may result in significant losses. The tools that guarantee the legal security, i.e. absence of risk of negative legal consequences, are used to define the forms of economic enterprise security provision pursuant to the law requirements.

Generally speaking, the businesses following such security policy do not face a common conflict of cost efficiency and legality, but act in accordance with the compromise thereof, thus establishing so called “cost-effective legality”, which is to ensure cost efficiency using the methods and means carefully selected in compliance with the effective law.

CES has proven efficiency of the said methodology by successful establishment of its own business and now launched a new project “Center of Economic and Legal Enterprise Security” which objective is, inter alia, to assist creating a legal competition system among the market participants in Russia.

However, it should be emphasized that this is not an advertising of a private security agency or a legal consulting agency. It is an invitation for cooperation of the businesses which are economically self-sustainable enough to be interested in disputing the aphorism saying that “high profitability and perfect legality exclude each other”.
